Roaming in Portugal: it is included, and these are the exceptions

The short answer is yes. The long one has three nuances worth knowing, above all if you go often or stay a while.

Portugal is in the European Union, so if your line is European your gigabytes travel with you on your home tariff and at no surcharge. For a normal trip there is nothing to check and nothing to buy. That said, there are three nuances worth knowing.

Nuance 1: the roaming data cap

If your plan is unlimited data or very large, your operator may set a maximum volume for use in roaming, which has to be published in your terms. For a week in the Algarve you will not reach it; for a month working from there, you might.

Nuance 2: living abroad on a home line

Included roaming is designed for travelling, not for residing. If you spend more time connected in Portugal than at home over several months, your operator can warn you and apply a surcharge if the situation does not change. That is the fair-use policy, and it is lawful.

Nuance 3: the border

In border towns the phone can latch onto a network from the other side. Within the Union it makes no difference to your tariff, so this costs nothing: it only explains why you sometimes get a welcome message without having crossed.

Calls, which do have a catch

While you are in Portugal, calling a Portuguese number or one back home goes on your home tariff. What roaming does NOT cover is calling a Portuguese number from your own country: that is an international call and is billed separately.

It is the commonest confusion about European roaming, and not only with Portugal.
