Coming home with a full suitcase has rules, and they are not the same when you have been inside your own customs area as when you are coming from outside it. It is worth knowing them for a practical reason: getting customs wrong is expensive.

## Inside and outside your customs area, which is not the same thing

Moving between countries of the European Union is internal movement: you buy ham in Italy and take it home. Coming back from outside that area there are allowances, meaning value and quantity limits per traveller, above which you have to declare and pay. If you live outside the EU, the same logic applies to your own country's allowances.

## What causes the most trouble

- Animal products from outside the area: meat, cured sausage, dairy. Here the rule is very strict and it is not a question of quantity.
- Plants, seeds and fruit, for plant health control.
- Cash above the stated limit, which has to be declared even if it is yours and legal.
- Counterfeits, which can't be brought in even for personal use.
- Souvenirs from protected species: coral, ivory, shells or particular woods.

The last one catches people acting in good faith: a souvenir bought at a stall may be protected by international conventions.

## The green channel and the red one

Airports have two exits: green for people with nothing to declare and red for people who do. Using the red one when it applies isn't looking for trouble, it is avoiding it: declaring is paperwork; being caught is not.

> Declaring is paperwork. Being caught without declaring is something else entirely.

## And one practical suggestion

Keep the receipts for what you buy abroad, especially electronics and jewellery. They prove the value if you are asked, and they also serve the insurer if something goes missing on the way.

If you also claimed the VAT refund, that step comes first: [VAT refunds for travellers](https://getgigapass.com/en/blog/vat-refund-for-travellers).

General information: the allowance amounts, the quantities and the exceptions are set by customs rules and they change. The source is your country's customs authority.

## Frequently asked questions

**What can I bring back without declaring?**

There are per-traveller allowances in value and in quantities of tobacco and alcohol when coming back from outside your customs area. The exact amounts are published by the customs authority.

**Can I bring food?**

From outside the area, animal products are heavily restricted regardless of quantity, and plants and fruit go through plant health control.

**Does cash have to be declared?**

Yes, above the stated limit, even if the money is legal and yours. Not declaring it is what creates the problem.

**What about coral or ivory souvenirs?**

They may be protected by international conventions and can't be brought in, not even for personal use.
